Quest Planning provides environmental consulting services to both public and private clients. We specialize in environmental permitting, land use entitlement, and project management services throughout the Central Coast of California. We pride ourselves in developing creative solutions to complex projects and by working cohesively with project teams.

Who We Are

Amber Davis
Amber graduated from the University of California, Santa Barbara, with a Bachelor of Science degree in Environmental Studies. She is the founder of Quest Planning and has over 19 years of experience in land use planning and regulatory compliance. Amber has extensive experience with providing both technical and managerial support for various environmental, regulatory, and land use projects.

Rachel Best
Rachel graduated with a Bachelor of Science degree in Environmental Management and Protection from California Polytechnic State University, San Luis Obispo. For the past two years, she has provided support on a variety of projects related to permit processing and land use projects. Rachel also brings with her a year of experience working for the North Coast Regional Water Quality Control Board where she assisted in ensuring compliance with General Waste Discharge Requirements and Section 401 Water Quality Certifications.
