Who We Are

Amber Davis
Amber graduated from the University of California, Santa Barbara, with a Bachelor of Science degree in Environmental Studies. She is the founder of Quest Planning and has over 22 years of experience in land use planning and regulatory compliance. Amber has extensive experience with providing both technical and managerial support for various environmental, regulatory, and land use projects.

Carter Mello
Carter is pursuing a Bachelor of Science in City and Regional Planning with a minor in Real Property Development from California Polytechnic State University, San Luis Obispo. She has over a year of experience working across the public, nonprofit, and private sectors of planning, with experience in community development, permitting, and land use projects. Carter helps clients navigate project approvals and the permitting process through clear communication and stakeholder coordination.
